Food Basket Eligibility Policy
Shadow Support Foundation
1. Purpose
This policy defines the eligibility criteria, priority groups, residency requirements, and compliance standards for the Food Basket Program managed by Shadow Support Foundation. The objective is to ensure fair, transparent, and needs-based distribution of food assistance to vulnerable individuals.
2. Eligibility Criteria and Priority Groups
Eligibility for the Food Basket Program is determined based on the following priority categories. Benefits are provided subject to verification and availability of resources.
Priority 1: Children and Adolescents (Newborn to 17 Years)
Individuals are eligible under this priority if:
The child is aged 0–17 years.
Children aged 6 years and above must be actively enrolled in school.
Additional Conditions:
If a child aged 6 years or older drops out of school, their eligibility for the Food Basket Program terminates immediately.
Parents or guardians must inform Shadow Support Foundation representatives as soon as the child turns 18 years old, at which point eligibility ends under this category.
Priority 2: Adults (18–64 Years) With Health Conditions
Individuals are eligible under this priority if:
They are aged 18–64 years, and
They have chronic or severe health conditions that significantly limit daily activities (e.g., cancer, heart disease, kidney disease, or similar conditions).
Exclusivity Requirement:
Individuals who are already receiving food or assistance from another organization are not eligible for benefits under Shadow Support Foundation.
Eligibility under this priority is contingent upon not receiving benefits from any other organization.
Priority 3: Seniors (65 Years and Above)
Individuals are eligible under this priority if:
They are aged 65 years or older, and
They are not receiving benefits from any other organization or program.
Seniors receiving assistance from other organizations are not eligible for food baskets from Shadow Support Foundation.
3. Residency and Verification Requirements
All eligible individuals must reside within the designated refugee camp boundaries.
Individuals living outside the assigned boundaries are not eligible for benefits under this program.
Settlement Management Committee (SMC) is responsible for maintaining accurate records, updating data, and ensuring current eligibility status for all beneficiaries.
4. Compliance, Integrity, and Anti-Corruption Measures
Shadow Support Foundation maintains a strict commitment to ethical conduct and transparency.
Beneficiary Conduct
Any individual who attempts to manipulate, misrepresent, or exploit the Food Basket Program will be disqualified from all future benefits.
Staff Responsibilities
Staff and volunteers must:
Verify eligibility strictly and objectively, without favoritism or nepotism.
Provide accurate information to beneficiaries and the community.
Any misuse, misrepresentation, or intentional misinformation by staff will result in organizational disciplinary action, which may include termination and permanent disqualification from future benefits.
5. Zero-Tolerance Policy
Shadow Support Foundation enforces zero tolerance for the following:
Discrimination
Negligence or ignorance of duty
Dishonesty
Misinformation
Misconduct
Any form of abuse, exploitation, or corrupt practice
6. Enforcement and Corrective Actions
In cases of policy violations, Shadow Support Foundation will take appropriate corrective actions, which may include:
Immediate termination of benefits
Disciplinary action against staff or volunteers
Permanent removal from the Food Basket Program
All actions will be taken in accordance with organizational policies and applicable regulations.
